TYPES OF MOBILE INTERCONNECTION

There are three different types of mobile interconnection:


Mobile to fixed interconnection:


For calls originating on mobile phones and terminating on the fixed network. Mobile to fixed interconnection does not differ from regular interconnection between fixed networks. In other words, the principles, procedures and practices outlined in the preceding Modules apply whether the network interconnecting to the public switched telecommunication network (PSTN) is another fixed network or a mobile network. In many cases, mobile operators do not need to make interconnection arrangements with all fixed network carriers. They may enter into arrangements with the incumbent who will then handle traffic to and from other fixed networks through transit arrangements.


Mobile to mobile interconnection:


Mobile service providers may prefer to enter into interconnection agreements with one another if they don't wish their traffic to transit via the incumbent network. In most cases interconnection pricing between mobile operators is based on the sender keeps all principle. (See Module 2) Even when mobile operators choose to negotiate a per-minute interconnection charge, these charges have tended to be lower than fixed to mobile charges and less controversial. Mobile carriers usually negotiate their pricing arrangements in a highly competitive and dynamic environment. Mobile operators more often have similar levels of bargaining power and therefore resort less to price squeeze techniques. Usually, mobile carriers operating in a given market have the same incentive to lower mobile-to-mobile interconnection rates to increase demand and increase the number of subscribers.


Fixed to mobile interconnection:


Fixed to mobile interconnection is attracting increased regulatory attention around the world. The main issues related to fixed to mobile interconnection are high and non-cost based call termination charges, more particularly in countries using Calling Party Pays principles.
